The North Dakota Housing Finance Agency (NDHFA) is seeking proposals for the acquisition and/or development of Non-Congregate Shelter (NCS) for the HOME American Rescue Plan (HOME-ARP) program.
Under the HUD approved 2022 HOME-ARP Allocation Plan (Plan), a total of $1 million was set-aside for NCS activities. NDHFA is seeking proposals from interested parties to identify potential NCS projects that fit the criteria identified in the Plan and identify if the Plan needs to be amended and approved by HUD to move forward.
Completed proposals will be reviewed and scored under the project selection criteria identified in the Request for Proposal. Successful proposals will then be invited to submit a formal application.
Submission Instructions
Interested respondents should review the Request for Proposals instructions and submit a HOME-ARP Non-Congregate Shelter Proposal, both of which are available online under the HOME American Rescue Plan at https://www.ndhousing.nd.gov/development#collapse-accordion-779-2.
Deadline
Complete proposals must be submitted and received no later than 5:00 p.m. CT on March 23, 2026. Late or incomplete submissions will not be reviewed or scored.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by North Dakota Housing Finance Agency (NDHFA).
Request For Release of Funds
On or about March 25, 2026, NDHFA will submit a request to the United States Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnership (HOME) funds under Title II of the Cranston-Gonzalez National Affordable Housing Act (42 U.S.C. 12721 et seq.), as amended, to undertake a project known as Harvest Acres Apartments for the purpose of partially funding the acquisition and new construction of a multi-year, multi-phase senior affordable housing project, which will have a total of 78 new units of affordable housing and garage structures to accommodate 78 parking spaces. NDHFA will also submit a request to HUD for the release of Housing Trust Fund (HTF) dollars under section 1338 of the Federal Housing Enterprises Financial Safety and Soundness Act of 1992, as amended (12 U.S.C. 4501 et seq.) (the Act). Each proposed phase of the project will have a 3-story high building, slab-on-grade construction, and in total cover approximately 26,000 square feet of the 3.7-acre parcel of currently vacant land. The buildings will include a community space for residents to engage in activities and supportive services. Each unit will include a living room, bathroom, and kitchen with refrigerator, range, dishwasher, and through wall air conditioning. The project site is currently a vacant lot of land located at 2131 & 2185 65th Avenue South, Fargo, Cass County, North Dakota 58104. For the first phase, the estimated cost is $29,149,638.05. Current sources of funding include: HUD HOME Funds (NDHFA): $713,257.05 and National Housing Trust Fund (NDHFA): $3,138,341. Other current sources of funding include: Housing Incentive Fund-NDHFA: $1,000,000; Perm Loan: $1,365,394; Construction Loan: $6,313,000; Deferred Developer Fee: $183,672; Low Income Housing Tax Credit Equity: $9,203,080; GP Equity: $1,040; City of Fargo PILOT: $2,676,654; and HUD PBV (20 vouchers) valued at $4,555,200.
Finding of No Significant Impact
NDHFA has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available to the public for review either electronically or by U.S. mail. Please submit your request to NDHFA by email at hfainfo@nd.gov. The ERR can also be viewed electronically at https://cpd.hud.gov/cpd-public/environmental-reviews.
Public Comments
Any individual, group, or agency may submit written comments on the ERR to the NDHFA via email at hfainfo@nd.gov. All comments received by March 24, 2026, will be considered by NDHFA prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
Environmental Certification
NDHFA certifies to HUD that Jennifer Henderson in her capacity as Community Housing and Grants Management Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows NDHFA to use Program funds.
Objections To Release of Funds
HUD will accept objections to its release of funds and the NDHFA certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of NDHFA; (b) the NDHFA has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Noemi Ghirghi, CPD Region VIII Director, at CPDRROFDEN@hud.gov. Potential objectors should contact CPDRROFDEN@hud.gov to verify the actual last day of the objection period.
