North Dakota Housing Finance Agency (NDHFA) will hold a Public Hearing for its proposed Qualified Allocation Plans (Plan) for the 2027 Low Income Housing Tax Credit Program, 2026 National Housing Trust Fund, 2026 HOME Investment Partnerships Program, and 2026 Housing Incentive Fund on March 6, 2026.
Each plan sets forth the procedures and criteria to which NDHFA will adhere in allocating financing to multifamily affordable housing projects in each respective program during the September 2026 application round.
The hearings are for interested parties to provide either written or oral comments regarding the proposed plans. Persons who do not attend the hearings may submit written comments by 5:00 p.m., CT, on March 4, 2026. The plans can be viewed on NDHFA’s website, www.ndhousing.nd.gov, beginning on February 17, 2026. Please contact NDHFA prior to the hearing for accommodation or additional information.
Public Hearing Details
March 6, 2026, at 10:00 a.m., CT. The hearing will begin with the Low Income Housing Tax Credit Program followed by the Housing Incentive Fund, HOME Investment Partnerships Program, and National Housing Trust Fund. Attendance in-person or via Microsoft Teams (virtual or audio-only).

North Dakota Housing Finance Agency (NDHFA) will hold a Public Hearing and Comment Period for the development of the 2026 Emergency Solutions Grant (ESG) and the North Dakota Homeless Grant (NDHG) allocation plans.

The federal ESG program provides funding to engage persons who are homeless and living on the street, improve and provide operating funding for emergency shelters, provide essential services to shelter residents, rapidly rehouse persons who are homeless, and prevent homelessness. NDHG is a state program designed to provide financial assistance to facilities and programs within North Dakota to identify sheltered and unsheltered persons who are homeless or at risk of homelessness and provide the services needed to help them regain stability after experiencing a housing crisis and/or homelessness.

The North Dakota Housing Finance Agency (NDHFA) is seeking proposals for the acquisition and/or development of Non-Congregate Shelter (NCS) for the HOME American Rescue Plan (HOME-ARP) program.
Under the HUD approved 2022 HOME-ARP Allocation Plan (Plan), a total of $1 million was set-aside for NCS activities. NDHFA is seeking proposals from interested parties to identify potential NCS projects that fit the criteria identified in the Plan and identify if the Plan needs to be amended and approved by HUD to move forward.
Completed proposals will be reviewed and scored under the project selection criteria identified in the Request for Proposal. Successful proposals will then be invited to submit a formal application.

Interested respondents should review the Request for Proposals instructions and submit a HOME-ARP Non-Congregate Shelter Proposal, both of which are available online under the HOME American Rescue Plan at https://www.ndhousing.nd.gov/development#collapse-accordion-779-2.
Deadline
Complete proposals must be submitted and received no later than 5:00 p.m. CT on March 23, 2026. Late or incomplete submissions will not be reviewed or scored.

This is to give notice that North Dakota Housing Finance Agency (NDHFA) under 24 CFR Part 58 has determined that the following proposed action under the Community Development Block Grant (CDBG); the HOME Investment Partnerships Program (HOME); and the National Housing Trust Fund (HTF) is located in the Federal Flood Risk Management Standard (FFRMS) Floodplain. NDHFA will be identifying and evaluating practicable alternatives to locating the action within the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 Subpart C, Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project location is 2131 and 2185 65th Avenue South in Fargo, Cass County, North Dakota 58104. The extent of the FFRMS floodplain was determined using the Freeboard Value Approach (FVA), Base Flood Elevation (BFE) +3 feet. The FFRMS support tool determined that the project is designated as a critical action and has a projected service life through 2060.
The proposed project at 2131 and 2185 65th Avenue South will be known as Harvest Acres and will focus on providing 78 new and affordable housing units for seniors to address the pressing concern for a lack of affordable housing for low to moderately low-income seniors. The proposed project will be located on 3.7-acres of land. NDHFA reviewed the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM). According to the FIRM map (Panel 38017C0787G dated January 16, 2015), the site is located in Zone AE, which is defined as areas determined to be inside the 100-year floodplain. Based on aerial photographs and the FIRM map, approximately 0.98-acres of the site is located within the 100-year floodplain (1.0PFA), whereas the remaining 2.72-acres of the site is located in the 500-year floodplain (0.2PFA).
There are three primary purposes for this notice:
- People who may be affected by activities in the floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts.
- An adequate public notice program can be an important public educational tool. The dissemination of information about floodplain can facilitate and enhance federal efforts to reduce the risks associated with the occupancy and modification of these special areas.
- As a matter of fairness, when the federal government determines it will participate in actions taking place in the floodplain, it must inform those who may be put at greater or continued risk.
